seized by them, and no real Kuomintang member could practise
his authority.
The Communists made the peasants and workmen their
tools to help them seize the veins of Government. In their
peasant and labour movements, they instigate the peasants to
refuse to pay rent to their landlords and the workmen to
demand increase of wages. This would only reduce the peasants
and workmen to great misery, if no regard is paid to the
economic condition of China and to the international situat-
ion. They passed a resolution at Wuhan nullifying all debts
repayable by the peasants. But how can the peasants raise
loans again to start their cultivation when spring comes
round? They have only injured the peasants. They squeezed money from the workmen to establish pickets and caused
serious trouble to the merchants with the result that many
shaps were reduced to bankruptcy.
The Communists have been very wicked in their
struggle for administrative power. They empowered the pickets to create riots and kill anybody they liked, and when we tried to stop them, they would charge us with having oppressed the peasants and workmen. They filled the schools with Communist teachers and advocated the abandonment of
education. In matters diplomatic, they provoked all the Powers and made them join in opposing us. They have further misled a portion of the members of our Kuomintang into believing (1) that since our Kuomintang has worked hard in the interests of the people, the latter will never forget them, (2) that our Principle of Social Livelihood is similar to communism, and (3) that the Communists would be killing themselves if they did not work in cooperation with our Kuomintang with all sincerity. Such a conception is all wrong and my explanation is this. If we want our Kuomintang
