Information given by Kr. Lun Jan-seung, representa- tive of General Ngai Bong-ping, to Sir Shouson Chow and Ir. R.H. Kotewall on 22nd August, 1927.

A few days ago,i.e. about 19th August, Wei Pang-ping (Ngai Bong-ping) sent a friend of his Wu Te-yu to Canton to see Feng Chu-men (Fung Tsuk-man), chief of staff of Li Tsai-hsin and probably the most influential man in Canton to-day, next to Li. Wu Te-yu is also a friend of Feng's.

The following is the substance of Feng's remarks to Ju:- (1) Before Feng agreed to return to Kwongtung from North China at the request of Li Tsai-hsin, he imposed three conditions, namely, (a) that Li Tsai-hsin should eliminate all Bolshevist elements in Kwongtung; (b) that Li should declare the Lonroe Doctrine for Kwongtung and Kwongsi as soon as circumstances would permit, and (c) that Li should

the employ the best men for/senior positions in the Kwong-tung Government Service, irrespective of clan.

(2) In regard to (a), Feng is of the opinion that Li has not pursued the anti-Red campaign with sufficient vigour. Of course due allowance must be made for Li's caution, in view of the fact that Li is at present not sufficiently strong to deal with Labour in as thorough a way as he would wish.

(3) The question of autonomy for Kwongtung and Kwongsi condition (b) must necessarily stand over for sufficiently good reasons.

(4) Feng passed no comment on condition (c).

(5) It is Feng's opinion that Li Tsai-hsin should have ranged himself definitely either on the side of Nanking or on that of Hankow, for after all a clear policy is the best. The people require a distinct lead, and should know how the Goverment stands. Li Tsai-hsin seems to have been over- cautious. When recently asked by Feng whether he was going
