Wherever the National Revolutionary Army has penetrated the workmen have been free to form associations openly and increase their incomes. This is a privilege which was not accorded you by the Communists, but was procured for you by the National Revolutionary Army by the sacrifice
of their blood.
Therefore we have had as our fifth slogan,
"The National Revolutionary Army should fight and sacrifice themselves in the interests of the workmen".
But in increasing wages we must beware of driving to bankruptcy all industry throughout the country. Only thus can we secure that all should have employment; and
in any other event though our wages are nominally increased by 100% we shall not in the end gain a single cash.
Therefore
our sixth slogan has been introduced, "Increase of wages must not take place at the cost of loss of work to any workman".
The cost of living will naturally go up after
a general increase of wages. The value of $1 at the present time cannot be considered equal to that of 10 cents formerly. Is it then that our wages have been increased to no real advantage? We all know that as a general rule when one thing goes up in price, all other things will follow. The Government can check artificial rises in the cost of an article, but cannot prevent the natural rise in price of any supplies. Therefore we have had as our seventh slogan, "When wages
