Manifesto by Generalissimo Tseung to all workmen in
the Country
All men in the world must work whether the work
they do be mental or physical. Without work both civil- ization and all achievement of possessions are impossible. While our workmen are merely ordinary folk, their work is divine. This is why our first slogan is "Labour is
Divine".
Today is May the 1st and is celebrated as a
labour festival throughout the world with the object of improving the conditions of living of the workmen, and securing that they shall have 8 hours for work, 8 hours
for instruction, and 8 hours for rest and recreation. Though this has not been as yet feasible in all countries, since industry has developed in each under different conditions, yet it will have to be carried into effect sooner or later. Therefore our second slogan has been "Push on the accomplishment of the policy for which May
the 1st stands".

Owing to the oppression of Imperialism and con- tinuous civil wars among the Militarists for years past, no development of industry has been possible, and economically
China has been reduced to bankruptcy. This has rendered the conditions of living of the workmen all the worse and aggravated their misery. The workmen have indeed suffered the last extremity of oppression. Therefore our third slogan has been "Release our Chinese Workmen from their misery".
