I enclose a translation from the Man Kwok
Yat Po. Canton, of the 10th May purporting to record
a manifesto by Marshal Tseung Kai-shek and Chinese
Labour and would invite attention to the condemnation
of Borodin and the Russians on the one hand and the exaltation of the American labourers' lot on the other.
The document is probably the work of a returned American student. Notwithstanding the freedom of
association promised in the manifesto and the cancella-
tion of martial law in Canton, it is reported that the Canton Government has, as so often before, followed the
example of Hong Kong and imposed the severest restric-
tions on processions and meetings. Merchants and
employers as well as labourers are embraced by the
regulation; but, while the present regime lasts, it is
unlikely that the former classes will feel any need
either for processions or public meetings. At the
moment they are as well off as they can expect to be
in these evil days.
