STRIKING SPEECH BY H.E. THE
GOVERNOR.
The annual meeting of the Hong Kong General Chamber of Commerce held yesterday afternoon at the City Hall was notable for a magnificent speech by H.E. the Governor.
Now as
Sir Cecil Clementi welcomed the opportunity of expressing publicly his admiration of the dogged determination of the mer- cantile community of Hong Kong in spite of the situation in which-for no fault of their own-they were placed. always, declared His Excellency, British policy in China aims wholly and solely at security, freedom and equal opportunity for British trade. Great Britain has no territorial ambitions whatso- ever in China, and it is amazing that the "Nationalists " should denounce Great Britain as " the enemy " and clasp to their hearts the Russian Bolshevists, who appear to be pursuing the old Czarist policy of Slavonic aggrandisement in the Far East.
"We are quite determined," said His Excellency, "to have Bolshevism in this Colony. Nor shall we permit our coast- wise shipping to be preyed upon with impunity by organised piracy." The so-called economic weapon Sir Cecil Clementi des- cribed as the "Bolshevist Bludgeon," or rather the "Bolshevist Boomerang," because it would most certainly curl back and deliver its shrewest blow at those who endeavoured to wield it.
The Governor urged the Chambers of Commerce in Hong Kong to see that to combat lying propaganda, the truth is widely told all over China, for the victory of truth is the best means of meeting the Bolshevist menace. After referring to present in- dications that the Chinese Nationalist Party is at last struggling to rid itself of the taint of Bolshevism, H.E. the Governor ex- pressed the hope that the traditional friendly relations between Hong Kong and neighbouring Provinces in China were about to be renewed. He had complete faith in the future, and believed that, when the present " spasm of madness" was spent, Great Britain d Hong Kong would be recognized throughout the Eighteen Provinces as the best friends of the Chinese people.
The address was received with great enthusiasm.
The meeting was presided over by the Hon. Mr. D. G. M. Bernard (Chairman of the Chamber), and with him were H.E. the Governor (Sir Cecil Clementi, K.C.M.G.), and the following members of the General Committee.-The Hon. Mr. A. C. Hynes, Messrs. W. H.
