they will be treated accordingly. He is also stated to have said that the return of foreign Concessions
and the revision of treaties were not matters for
force but for negotiation. Yet even General Pei is bound to extol Dr. Sun's "Three Peoples Principles"
which, if they are a coherent doctrine at all, must
lead to ochlocracy.
5. All these uncertainties are causing a
marked influx into Hong Kong of Chinese from Kuang-tung
During the week ending 24th April the number of passen- gers arriving by river-steamers and other inland-water
transport was 35,873 as against 25,841 departures. Owing to the interruption of through traffic on the Kowloon-Canton railway (see below Enclosure No. 7)
no data are available for arrivals and departures by
train.
6. I enclose an amusing protest regarding the
letter from the German Consul General at Canton which
forms enclosure No. 8 to my last despatch. Attention is particularly invited to the indignation of this
victim of unequal treaties at the thought of an African
being regarded as his equal.

annual meeting of the Hong Kong General Chamber of
Commerce and I attach a press report of the proceedings,
