Sir,

I have the honour to enclose for your

information the envelopes of certain letters from China

which have been stamped with anti-British post-marks.

Translations of the marks are enclosed.

I enclose al so the envelope of an official

letter from His Majesty's Consulate-General, Canton,

which has been stamped with a Nationalist "Slogan".

I have given instructions that the Postmaster

General shall detain and examine under Ordinance No.7 of

1926, all correspondence ar mail packets with postmarks of

this nature.

To avoid inconvenience to innocent addressees

such correspondence will be delivered, provided the contents

are not obnoxious, when the post-mark has been blocked out.
