The Foreign Office shortly to take active steps to

resume Kwong Chow Wan.

It is hoped that all the people throughout China

will support the Government in this respect.

On the 29th. of last month our reporter had an

interview with Pang Iu Tseung, Secretary of the Intel-

ligence Department of the Foreign Office, and asked him

what projects the Foreign Office had in hand for the

immediate future. In reply Mr. Pang gave him the follow-

ing detailed account.

A despatch was received some days ago from the

Provincial Government of Kwongtung instructing us to

have Kwong Chow Wan resumed without any delay. Every

preparation is being made by this Office, for the purpose,

and I have had permission from Secretary Ko (Shing Yuen)

to give you a brief account of my views on the subject.

Kwong Chow Wan was leased to France in 1898.

An important Clause of the Treaty made it clear that

France had no right to give it up to any other country.

This proves that the sovereignty of this territory still

appertains to China.

three main points to be considered in the resumption of

Kwong Chow Wan.

From the legal aspect there are

(1) The Powers claimed from the Chinese leases of

various territories on the pretext of maintaining

the balance of power. Therefore Kiaochow was leased

to Germany, Wei-hei-wei to England, Port Arthur and

Ta Lien Wan to Russia and Kwong Chow Wan to France.

Kiao chow is now no longer in the hands of Germany,

nor Port Arthur in the hands of Russia.
