of producing unity in the country from within, thereby

ensuing protection for the lives and property of foreigners,

it would be premature to consider the abolition of the unequal

treaties at the moment. But in reality this is a fallacious

and misleading argument, and neglects the real cause of the

present position. What do you imagine, gentlemen, is the

cause of political corruption in China? All of you know

that it is because of the malpractices of militarist

officials. Why have these militarist officials been able

to do this ham to our people with impunity? It is because they have the support of the Imperialists. Therefore

they have been enabled to suppress the revolutionary

efforts of our masses continually. As to other things such

as those affecting the economic vitality of China, the yoke of the unequal treaties in respect of Customs has

rendered China unable to develop her own industries and to regain all the privileges that have been lost. is easy to see how the unenlightened system of Government in China and her bankruptcy in economics are the results

of unequal treaties made by the Imperialists. We have not

yet recovered the sovereignty of our country; so how can we improve her status? Now they propose that we should first

improve our internal administration before we speak of the

abolition of unequal treaties. Do you not see how fallacious the argument is? Our Kuomintang has for its

ultimate object the abolition of the unequal treaties,

and this must be realised at the least, otherwise our

revolutionary movement would be vain. Hereafter our

comrades should stand shoulder to shoulder to secure the

consolidation of our uomintang and the training of the masses. That is the sure way to attain the abolition of the unequal treaties and the overthrow of Imperialism. Our comrades should make their resolves and be prepared to

undertake responsibility in this spirit.
