the unit, but in Hupeh one hard dollar has been taken as the unit. This arrangement is all owing to the usage and circumstances in the two different places. Therefore the

notes bear on their faces the two different words Canton and

Hankow for the same reason. The Central Bank in Kwangtung

and that in Hankow are each required to provide their own specie as security for the respective notes they have issued. In view of the present inconvenience in communica-

tions, these two Banks have to be distinguished as the Central Bank of Kwangtung and the Central Bank of Hankow so that redemption and exchange of their notes can be managed with greater ease. In my opinion, the conversion of the sub-coin note system into the dollar note system, the uniformity of the names on all bank-notes issued by the same bank and the change of the tael system into dollar system are questions of permanent importance at the present time for the unification of the currencies in China, and

I hope that early steps be taken to carry out the reform. But the Nationalist Government has many things in hand, military, political and diplomatic, and it has been proposed

that these questions should be considered together with other plans for reconstruction, so that improvement may be

made gradually."

T. V. Soong also commented on the relation between China and Japan, and said "Co-operation between China and Japan was a matter of necessity. It is necessary for the people of these two countries to be on friendly terms. We know that there has been a marked improvement in the policy of Japan towards China. The primary object of the National Government now is to secure the adherence of the Government and people of Japan to the doctrine that Asia is the Asia of all Asiatics.
