It was then resolved that the name of the
Conference should be "Fan Tui Ying Ping Loi Wa Kwong Tung
Kok Kai Toi Piu Tai Wui* (Conference of Representatives
of all classes in Kwong Tung to oppose the despatch of
British troops to China). The General Rules made by
the Political Department for propaganda against the
despatch of British troops to China were discussed, and
were passed without amendment. The Conference was then consulted on the question whether the Joint Conference
of Administrative Officials and Seamen should be abolished
on the establishment of the Conference, and it was resolved
that it should be maintained.
The Chairman then proposed that the following
manifesto and telegrams should be sent out by the Con-
ference so as to let the public know its attitude and
strength.
The Representative of the Seamen's Union informed the meeting that arrangements had been made with all Branch Seamen's Unions that in case of any conflict between the British troops and the Chinese, an order would be issued immediately that all seamen should stop trans- porting any military supplies for British troops.
The Manifesto of the Conference.
The world belongs to all human beings in it,
and China to all the Chinese. As the livelihood of
China affects that of the world, the problems for China are also problems for the world. No universal peace and civilization can be secured without the co-operation of
China and the whole world on a footing of freedom and equality. But the Imperialists refuse to subscribe to this idea or assume any sponsorhip for it, and have deliberately acted against the peace of the world and the progress of the human race. This will only bring
