up to the opening of the next Session of the Committee.
By the rules the power of this Head is very limited. According to the terms of the resolution of
the Committee at that Meeting, his duty is only to preside at board meetings, to keep the register of members and to supervise generally the work of the
Party, and that is his whole duty. But most of us Chinese find that we have great difficulty in ridding our minds of feudal notions, and therefore many members
of our Party and outsiders have supposed that this
Departmental Head is the highest authority of the Party,
of equal standing to our late President (Dr. Sun) and
the chief leader both in political and military affairs
This confusion of thought in the minds of the people
may stamp them with a permanent harmful impression, and the
power of this administrative Head will necessarily develop greatly, probably to such an extent that he will be taken as President of our country politically
and as President of our Party where the work of our
Party is conce med. The man in the office of Head for
the time being may really have no such intention but cir-
cumstances may force him to become unconsciously a
Dictator.
The Central Executive Committee at the 2nd
Session did not foresee this, and therefore many important
questions have now arisen. At present many people are suspicious as to whether our Party is managed by
individuals or by Committees, and our Government by the
Party or by individuals. The majority of our Comrades
are of the opinion that the Democratic Centralisation
System of our Party is a cardinal tenet of our creed,
and should never be changed. Three years ago, our late
