that Russia in her policy towards China has always
treated us with equality and has never altered in this
respect. There is every reason therefore for maintaining
our alliance with the Union of Soviet Republics and their peoples in pursuance of the policy of our late President.
and for co-perating with them against the Imperialists.
After all our alliance with Soviet Russia is not an
alliance with her representatives but with all her peoples We believe that all the peoples of Soviet Russia are
advocates of freedom and equality, and are prepared to
treat us with equality. If one or two Russians exercise
oppression over us, we cannot hold all the peoples of
Soviet Russia to blame. So for the time being, as long
as Soviet Russia treats us with equality we should strive
to avoid making any change in the pro-Russia policy of
our late President. All of you comrades must understand
this and not allow yourselves to be misled by rumours.
At our Joint Conference in Kwongtung and at the
Political Council of the Kuomintang, resolutions were duly passed in regard to a consistent policy in foreign affairs, In conformity with these our present foreign policy is aimed at bringing the various Powers to under- stand our National Revolution and avoid any clash with our uomintang. The Joint Conference in Kwon tung and the Political Council resolved, therefore, that as far
as the Powers do not exerci se any oppression over us of put obstacles in the way of our Revolution, we should adopt a peaceful attitude towards them. At the present time we must pursue the foreign policy thus determined upon and refuse to make any terms with Imperialists. All of you fellow-comrades must bear clearly in mind that
this is the foreign policy of the Kuomintang.
