ING DOCUMENT.”

Peking, April 20. The headquarters of the Ankuochun this evening gave out a translation of what is described as "a most illuminat- ing document," which was seized in the recent raid on the Soviet Embassy.

The document reads:-

"Strictly Confidential.

"Herewith enclosed are instruc tions based on the revolution relative to China adopted by the assembly of the Executive Committee of the In. ternational Communist Party:

() Devote all your energy to back up the revolutionaries in China. For that purpose the Kuomintang should be boosted to make use of the Han kow incident, showing the progress made by the Kuomintang and the weakness of the Powers in the struggle against the Chinese revolo- tionaries.

(2) Push onward the anti-European moment in the territories now occupi ed by Chang Tso lin.

'

(3) Destroy Chang Tso lin's credit and brand him as tool in the hands of the international capitalists and imperialists and an obstacle in the way of the Kuomintang revolu

tionaries.

(4) Stir up mob violence against Europeans in general, and against the British in particular.

(7) While the anti-foreign move. ment is being carried un, It is necessary to keep the Powers in i discord. This is a very pertinent point. Japan can despatch a large number of troops to China within a short period, and it is therefore particularly important to keep Japan since the war, the Ambuscade, was aloof. Supervise all movements closely. Keep the Japanese out of commissioned at Chatham to day for harm's way. It is difficult to make service in the Atlantic fleet.
