Now let me come to our policy in the diplomatic and financial spheres. Formerly the annual revenue of Kwangtug province was not more than $30,000,000 and that of Kwangsi only several millions. Later we improved the financial system, and acquired from Kwangtung $70,000,000, and in Kwangsi $20,000,000 a year, that is to say an increase of twice as much as before. We did not impose any oppressive
taxes; the result was entirely due to improvements in our
financial system. Many of our present sources of revenue are not quite moral, but in the present circumstances, the levy of such taxes cannot be suspended. We are taking steps to improve the different sources of revenue though we have not yet entertained any plans for undertaking large financial projects in other respects.
As to civil administration, we have had many projects, such as the representative system in various districts and municipalities, but for lack of qualified men, we have not been able to put them through.
I will now tell you of the diplomatic policy we had to devise to deal with the Imperialists. The Imperialists have been especially hostile to us in Kwangtung since the Cantonese have always been among their strongest opponents Because of the tragedy of May the 30th, the masses of Kwangtung were quick to show their support of the people at Shanghai and this led to the tragedy of June the 23rd at Shakee. The occurrence of the Shakee tragedy brought about a general strike in Hong Kong causing great loss to the British Imperialists. This strike was not settled until November last year.
