the past year. On the first organisation of the

Nationalist Government on 1st July in the year before last

(1924), we had only about twenty districts under us, such

as those of Kwong Chow and Chiu Chow. Later by dint of the strenuous work of our comrades Kwangtung was happily

unified. At the same time our comrades in Kwangsi also worked hard and unified that province. They joined the

Nationalist Government and therefore we had the two Kwangs

as our bases. At first our comrades intended to avail

themselves of this opportunity to improve the political

organisation of the two Kwangs and do some constructive

work in that way so as to strengthen our base, and give us

the means to fight with our enemy. But it happened that

Hunan was invaded by Wu Pei-fu and Chiu Hang Tik and that

General Tong joined the Nationalist Government and fought

with all his might against the former. Therefore our

comrades conceived the plan of taking steps to defend Hunan

and checking our enemies, thus prevent ing our suffering any disadvantage in battle at such a critical time.

Therefore we gave all the assistance we could to General

Tong to overthrow the rebels Wu and Chiu. We then

thought we could leave them alone for a time. But later,

Wu and Chiu were seen to be again busily plotting against

us and so we were forced to do our utmost to resist them

and safeguard our revolutionary career. For this reason

our Government could not carry out many of its projects

such as the suppression of bandits, etc., as it had had to

devote its attention to other military affairs. Now

although the provinces of Hunan, Kiangsi, Chikiang and

Fukien have been taken by us, yet we cannot rest, for our

enemies are trying hard to do us harm. So that we cannot
