Translation.

(Extract from Man Kwok Yat Po, Canton, 24th January, 1927)

The Government of Kansu adopts the System of the

Canton Government.

A letter from the Provisional Chief of the

Kansu Province was received by the Canton Government which reads as follows:-

uf late the situation is one of political chaos and the militarists are all-powerful. The leading men do not govern properly and the common people do not know how to obey. Our province had already severed relations with the Peking Government

some years ago and on the 17th September when

General Fung took oath at Ng Yuen on his expedition, all the Kuominchun troops under us enrolled themselves as Kuomintang members. All our departments, both military and civil, are taking their standing under the Flag of the Blue Sky and White Sun, and have declared their intention of promoting the welfare of the country in accordance with the "Three People's

Principles". But during this transitional period,

there is much to be done with a view to reform, and

we must have good examples in all branches of work.

Your province is the place where the revolution, on which the improvement of the social life of our people

depends, took its rise. In view of your excellent

systems and wise plans, you are indeed to be recognised

as our leaders. You are therefore requested to send

us the regulations for the re-organisation of the

Canton Government and all arrangements in connection with Law, Foreign Affairs, Finance, and other important

matters so that we can have an example to follow.
