A British representative has specially been sent here

from Peking and will arrive at Hankow to-morrow to begin negotiations to put on a new basis all relations

between the two counties. I have repeatedly decla red that proper protection will be afforded to the lives

and properties of foreigners. This protection must

be definitely given so as to facilitate diplomatic

procedure and to show to the people of the world the

real intention of the Nationalist Goverment to pro-

tect foreign settlers. Therefore this special

letter is sent to you all, hoping that you will warn

the public to support the Government and to stop

all anti-British and anti-Christian movements for

the duration of the negotiations so that our policy

in the diplomatic field may be effected. Please

note and warn the masses.

To-night a Provisional Joint Conference of

the Central Executive Committee and the Committee of the

Nationalist vovernment was held. They were afraid that the circular issued on the day before yesterday might cause some misunderstanding among the people and make them suppose that the Government in protecting foreign settlers would suppress all anti-British movements. Therefore they resolved at the Conference that they should issue a notification tomorrow giving a detailed explanation as to the protection of foreigners and anti-British movements making it clear that in protect- ing foreigners the Government did not mean that they would stop anti-British movements altogether and urging the masses of all China to work strenuously to that end.
