revolution and also practicable.

(10) The incident of January the 3rd has raised the prestige of the National Government. All the people in

China and in the whole world know that the National

Government is a powerful and effective one. It has resumed the concessions as it proposed. The National Government is a patriotic one. The occupation of the British concessions

as now been confirmed. The officers and privates among our enemy armists have also learnt this. In the right with our enemies, the resumption by the National Government of the hannow concession will greatly lower the morals of our

opponents.

(11) The British imperialists have lost by the incident a great deal of their prestige, and the Chinese and all oppressed races have learnt that British imperialism can be suppressed. Therefore the British imperialists have not dared to resort to the drastic measures which they adopted

in Wanshien, partly because the people in Wuchang and Hankow were carefully organized and supported by the National Government, and partly because a few days ago, British Government circulated a memorandum proposing friendship to China, which they cannot retract on a sudden. Therefore the British Government was compelled to yield.

(12) The British imperialists will not be pleased with this attack launched against them. Although they cannot retract their words in the memorandum, they will however do their best to help Chang Tso Lim, Sun Chun Fong, and Chang Chung Chong, strenuously to attack the revolutionaires. We have to cont inue to be prepared to resist the attacks from the reactionary warlords and the British imperialists. We must maintain and improve the discipline the masses have shown in the case of January the 3rd. If we can secure the two things, viz. co-operation and confidence between
