Communique by the Central Propaganda Committee on the

Tragedy of January the 3rd.

(1) The concessions in China are not only bases of

the imperialists for economic victimisation but are also

the headquarters of Chinese reactionaries. In recent

years Chinese revolutionary movements have been vigorously

developed, and the strife between the Chinese revolutionists

and the reactionaries has been very conspicuous, and everyone

knows that the concessions have been made their headquarters

by the reactionaries. Every case of suppression of

revolutionary influence in the concessions in recent

years in favour of the reactionaries has been proved.

All reactionaries conceal themselves in the concessions

and the foreign authorities protect them. hen Dr. Sun

went to Peking in the 13th year of the Chinese Republic

(1924) the Briti a imperialists in Shanghai actually spread

a rumour that Dr. Sun would not be allowed to land in the

concessions. As Dr. Sun was unanimously welcomed by all

the people of China, the Imperialists could not do as it

was rumoured. The Kwox Man Yat Po mich was the mouthpiece

of the National Revolutionary Army was closed down by the

British police. Other papers which followed the directions

of Sun Chuen Fong and Chang Tso Lim and attaced the

National Revolutionary Amy, on the other hand received

protection from the authorities of the concessions. Of

late large numbers of our Kuomintang members have been

arrested and imprisoned by the British and French authorities

in Tientsin or handed over to Chang of Mukden. This is a
