The Secretary for Chinese Affairs,

Hong Kong.

It is a fact that several tens of infants were cruelly killed in the Foundling Hospital in Foochow, and there are photographs as proof of the case.

Enquiry is being made as to the reason why they were

killed.

The report that appeared in the Tai Kwong Po cannot be treated as an idle rumour created to cause bad feeling. You should respect the freedom of speech and should take no serious steps against the paper.

The Manager in the Hospital is Spanish and not French. I send you this specially for your information.

A reply is awaited.

Kong Tung Kam,

Secretary of the Political Department of the Eastern Region General Command Office of the Nationalist Revolution-

ɛry Army.

Dated 15th (February, 1927).
