With reference to paragraph 3 of my despatch Secret (2) of 4th February, 1927, I have the honour to forward a translation of a speech by M. Borodin reported in the Kwok Man San Man, Canton, 17th February, and to invite your attention first to . Borodin's couplete identification of himself with the Nationalist Government
and secondly to his frank declaration of that Government's
intention to resume control of the Customs and Salt-Gabelle.
