(Explanation) Labour unions are organisations established
for the protection of the interests of the workmen. They
should be composed of workmen only. The masters with a
view to their own benefit, have often formed rival labour
unions so as to prejudice the organisation of the genuine
workers. Therefore in order to protect the organisation
and unity of the labour unions, the above Government
regulation is proposed.
(6) Any merchant who is admitted to any labour union as member,
shall only have the right to vote for the election of
officers, but not of holding office. He shall also have
the right to give an opinion but not to vote on any question
(xplanation) industry and commerce have not yet been
developed in China on an extensive scale, and in many cases
small merchants have been admitted to labour unions as
members. If such members are allowed to hold power in any
labour union, the union will not be able to promote
effectively the interests of the working class. Therefore
in order to prevent malpractices, Goverment should intro- duce the above regulation.
(7) No merchant shall interfere with any proper activities of
his workmen in connection with their unions (such as join-
ing unions, participating in demonstrations, and conducting
union affiers). Any offender when his offence is proved
will be visited with reasonable punishment.
(xplanation) All workmen in kwong Tung under the juris-
diction of the Nationalist Government are entitled to all
political freedom. Any interference by any merchant with any reasonable activity of union workers will mean preven- tion of workmen from participating in the revolution, and
therefore Government should add the above regulation.
