In case of any dispute between labour and capital, no

merchant shall recruit or hire workmen of another trade

or vagabonds to interfere and aggravate the trouble. Any

offender when his offence has been proved will be severely

punished.

(Explanation) All dispute between labour and capital can

be settled by proper negotiations. If merchants are

allowed to send other workmen to interfere, not only will

the dispute be prolonged, but much prejudice will be

caused to the workmen. Therefore the addition of the

above rule is suggested.

B. Regulations for unions.

(1) No workman of any labour union shall arrest any workman

or merchants or interfere with personal freedom of anyone without the authority of Government.

(xplanation) Union workmen, in a moment of excitement, have often made arrests without authority or interfered with the personal freedom of others. This is a great blot on the labour unions under the jurisdiction of the Nation-

alist Government. Therefore in order to keep the work-

men from reckless activities, the above regulation should be provided.

(2) In case of any strike or dispute, no union worker shall

forcibly carry away any goods or property of any shop or

factory.

(Explanation) All disputes between labour and capital can

be settled by proper negotiations. If the workmen are allowed forcibly to carry away the goods or property of

a shop or factory, it will not only cause a breach of the

peace, but it will also lower the nature of the workers.

Therefore Government should impose some restriction in this respect.
