(7) No workmen shall carry with them any weapons, such as
revolvers, clubs, &c. in any procession, and in case of
any breach of this rule the Police and the Military shall have power to disperse the procession at any time. The
Public Peace Bureau shall also have right to arrest at any
time any mob fighting with arms or refusing to obey the
Police or Military.
(Explanation) This is a necessary step for the maintenance
of the general peace. As in on record, due notification has been issued under the joint name of the Public Peace
Bureau and the Peasants and Jorkmen Department. uf late, however, gang fighting with arms has still been going on,
and in some cases workmen have even been wounded. Therefore
Government should introduce the above provision.
C. Regulations for small handicraftsmen.
(1) anybody who has been licensed with a small business licence
to employ less than 5 workmen and has been duly registered
by the Police, will be classified as a small handicraftsman. (xplanation) when strikes take place small handicraftsmen
are often regarded by labour unions as workmen and required
to suspend their work, but as they are in fact both workers. and employers, they generally refuse to comply with the requirement, not wishing to suffer taxeply any loss. Thus much dispute has arisen, and therefore handicraftsmen must
be properly defined.
(2) Handicraftsmen shall be at liberty to join unions or not as
they please, and no union shall exercise any compulsion
over them.
(Explanation) Handicraftsmen do not belong merely to the propertyless class, and their interests do not agree with
those of the workmen. Therefore they should be allowed to
join or not as they like.
