(3) All handicraftsmen whether they have joined a union or not,
shall be allowed to continue their work during a strike.
But this shall only apply to the handicraftsmen themselves. (xplanation) In any strike the opponents of the workmen are the capitalists; handicraftsmen are also merchants, and
have no interest in any strike, and therefore they should
be allowed to carry on their work. But it is to be feared
that they may under this pretext employ workmen to work so as to break the strike, and therefore the above regulation
should be added.

All handicraftsmen whether they have joined any union or not,
shall conform with any conditions of settlement of a strike. (xplanation) While handicraftsmen are allowed to work during a strike, failure on their part to conform with the conditions of settlement will mean that the interests of the
workmen themselves are sacrificed to the divergent interests of a small number of such shopkeepers. Therefore in order to protect the interests of the majority of workmen, the
above regulation is provided.
(5) Handicraft workers who work at home and employ no workmen,
shall be exempt from any restriction by any labour union or by these regulations.
