Temporary regulations made by the Provincial Government

for prevention of dispute between labour and

capital. Already published yesterday the 5th.

Yesterday the 5th the Provincial Government of Kwong Tung issued a notification, which reads as follows:-

Temporary regulations have been made for the prevention of dispute between labour and capital in the province of Kwong Tung, and are now published below.

This notification.

A. Regulations for merchants:-

(1) Same as proposed regulation (1).

(2) When any factory or firm is closed (for any reason),

the workmen shall be given 1 month's notice and one

month's extra, wages.

If it is closed without notice

and arbitrarily, 2 months' extra pay shall be paid.

(5) No big merchant shall become member of any labour union.

Any small merchant who is admitted to any labour union as member, shall only have the right to vote for the election of officers, but not of holding office. He shall also have the right to give an opinion in case of discussion, but not to vote on any question.

(6) Same as proposed regulation (8).

B. Regulations for unions:

(1) No workman of any labour union shall arrest any workinen

or merchants or interfere with personal freedom of

any one.
