Hankow, from Mr. Bernard Upward.

"Had Britain offered to Sun Yat Sen the "conciliation" she which/iseoffering in vain to Eugene Chen & Co., today,

we should have had a different position in China today.

The immediate outlook is not very promising. But it is China. The cat may soon be jumping the other way,

and we may het get back some part of our lost prestige

and so save the remainder of our interests. But unless

there is more sting in the Northern attackm which is now

materialising, the Canton people may get such a hold on

the country as to make a long and bloody civil war inev-

itable.

"We" had an interesting interview with Eugene on Wednesday. He repudiates the British offer with scorn.

His main argument being that it leaves the man who runs Shanghai with $40,000,000 a year to put into his pocket. while the Cantonese have expended $50,000,000 and lost 20,000 lives in capturing what Britain now offers them in part only. An interesting veiwpoint."
