THE BRITISH MEMORANDUM

That Foreign Diplomacy has not abdicated from its policy of interference in Chinese affairs is indicated by the British memorandum, handed to the Powers signatory to the Washington Agreement. This note is the most recent illustration of that policy and is, in its way, audacious.

The British still consider China as a colonial possession which cannot undertake any move without the authorization of the Powers. The Memorandum begins by recalling that certain Foreign Powers assembled at Washington agreed "to grant" to China certain increases on her treaty tariff affirming in the very phrase the so-called right of the Treaty Powers to interfere in and direct Chinese affairs.
