Extract from Kwok Man San lan, Canton, 15th December 1926.
Important notice of Canton Government,
enforcing 4 resolutions made by the Political Council.
The Council of the Provincial Government issued a
notification on the 15th which reads as follows:-
Take notice that we have received instructions from
the Political Council under the Central Executive Committee
that at a provisional meeting on the 6th December it was resolved that in order to maintain the interests of the
Revolution and to protect the general welfare, any decision that may be made by the Arbitration Board as to any labour trouble which directly affects (1) the manufacture of military stores (2) banking business (3) communications and (4) public utilities, shall have absolute effect, and shall be compulsorily enforced by Government.
On receipt of this, it is our duty to act accordingly. Besides notifying other departments and instructing our staffs, this notification is issued for the information of all workmen, merchants and the general community of the
whole province to observe in accordance.
