Notification by Centon Government, controlling
labour trouble.

The Council of the Provincial Goverment issued
a notification on the 15th instant which reads as follows:-
Take notice that we have received instructions
from the Political Council under the Central Executive
Committee of the Kuomintang of Chine that at an extrɛ-
ordinary meeting on the 6th December, the following
resolutions in connection with labour trouble have been
passed as the first item on the agenda:-

No Labour Association shall take upon itself to
arrest anybody.
Processions of armed men shall be strictly suppressed.

No workmen shall take it on themselves to close
down any factory or shop, nor shall any masters
close their factories or shops themselves without
good reason.
(4) No workmen shall take away anything by force from any
factory or shop.
On receipt of this, it is our duty to act according-
ly. Enquiries show that the recent numerous instances of
labour union trouble have been chiefly due to the fact that
violent agitators have insinuated themselves into the
workmen's associations. Paredes of armed demonstrators,
detention of persons, forcible closing of shops and even the
beating of men to death, have been frequent occurrences.
This state of affairs is much to be regretted. While the
Provincial Goverment should support labour movement, it
should not fail to give the workmen proper guidance and correct them, when any bad characters among them have caused
disturbance
