pursue. Since the stablishment of the Municipal Government, no new salaries of the teachers have fallen in arrears. If 20% of the monthly revenues of the Municipal Government can be appropriated for educational purposes, we would be able to bring the schools to the same good standard as any school has attained under any efficient Municipal Government in any country.

(3) Sanitation. Last week, a noted foreigner came to Canton from Hongkong, and flattered me that the streets in vanton had of late been kept much cleaner than before. We have also had a scheme in hand to erect several slaughter houses in the interests of the saltation of food supply.
(4) Public Works. The construction of the Luk Kai Road in the Western Suburbs has now been completed. It measures 5,000 feet in length. At first the proposal of the construction of the road was strongly opposed by the Kaifongs, who sent representatives to the Public Works Department and demanded its abandonment. To our surprise, however, the Kaifongs there, now on the completion of the road, have again deputed representatives to ask the Government to have an inaugoral ceremony held to celebrate it. The applicants who have applied for such a ceremony to be held, are exactly the same persons who opposed the construction of the road. The ceremony was performed several days ago, and create d a scene which was never seen before in Canton. This shows the good result of cooperation between the Government and the people. (Applause), Rumours have been persistent that the Government is a Communist one. Perhaps it is. Why?
