of our workKwok Man Kwan ( National Troops). All soldiers who happen to stay in the City, observe the laws strictly, but the City is not yet free of bad characters, who may cause disturbance to the people. Therefore what requires our urgent attention at present is the improvement of the Police Administration.

(1) Police Administration.

The wages of

the constables here have fallen in arrears for two or three months. They are in great hardship, and it is very hard to expect them to fulfil their duty with loyalty. The arms they have, are the original ones which were provided to them at the first establishment of the Police Administration. They are called in colloquial: "Big-head six chambered revolvers." Each of them is provided with six rounds of ammunition. Such ammunition cannot be found in any foreign country without difficulty, for it is old- fashioned and has grown out of use, and it would be easier to find it in a museum. Though the constables are in such a difficult position, yet they have never neglected their responsibility, but on frequent occasions they have died martyrs to the cause of their duty. In order to effect an improvement, we must first of all

raise funds to pay up all the wages owing to

them and provide them with better arms, but mind,

I am not proposing to raise funds from you(applause);
