Speech by Dr. C.C.Wu to the Fraternity Party.

At 7 p.m. on the 27th an entertainment was

given by the National Government in honour of the

Farternity Party on the 6th floor of Hotel"Asia.

C.C.Wu presided, and after the usual drinking of

healths, he rose and said:-

"At our meeting in the National Government Office this morning, you,gentlemen of the Fraternity Party, asked me to give you an account of the Municipal Administration. As Mr. Wong Tsing- wai had said, the officers of the Government are like the managers and employees of a shop. Now you masters are back here to have an

inspection, and we managers should naturally make a report of all important work that has been

done. The Municipal Government of Canton was first established on the 4th July this year. Before its establishment, lawless soldiers were found every- where in the City. As the result of our hard work, we have now succeeded in getting the troops shifted to the outlying districts and the illegally occupied houses -- over 1,000 in all returned to their owners. A fortnight ago, I took an ex- cursion to. White Clud Hill, and found a matshed there, which, as I was informed, was for the accom- modation of the No. 4 Company. This information stirred me greatly. As I can recollect, the Yun-nan and Kwong Sai soldiers could not take Waichow despite their two years' fight, yet they were full of pride and committed all sorts of tyranny within the precincts of vanton.
