affairs, no investors even dare to return to their country;
how can we then speak of development of property? This
important matter has therefore all the time occupied the
mind of us officers of the Government. We have taken great
pains over it, and are willing even to shed our blood, if
the safe-guarding of the property of the people can be
secured by it. (Applause). From this you may be assured
that Communism would never be carried into practice.

Another sort of rumour against us is about our union
with Russia. We must realise that our union with Russia
is a fact. We have only to ask Mr. Sun why we should unite
with Russia. It is because Russia has abolished all the
unequal treaties. Soviet Russia after her revolution,
already had a desire to abolish all the unequal treaties
which bound upon China, and in the 13th year of the Republic
(1924) Karapan was sent and a Sino-Russian Agreement was
made, nullifying all the unequal treaties made between the
ex-Czar and China. Since she has treated us with equality,
why should we fail to work with her hand in hand? At the
beginning of December last year, when Mr. Sun was ill in
Peking. Cheung Tsok Lam asked me to see him and in the
course of a conversation he said to me "Formerly I thought Mr. Sun was a very hard man to deal with. Now I have seen
him, and have found him very honest. I sympathize very much
with the energy he had exerted during the past several tens
of years.
He has not yet made any success, and I desire to
give him some help. However, none of the Ambassadors of the
Powers likes him, and this is because he has sought the
friendship of Kussia. He then begged me anxiously saying,
"If you can get Mr. Sun to cut off all his relations with
Russia, surely I can guarantee that all the Ambassadors will
