Our first steps was to remove all the insolent
soldiers and wicked generals, and the second step we
should take, is to clear away all the robbers. The robbery
question is a very important one, for it is no easy task to remove the robbers, who differ not from peaceable
subjects, when they have laid aside their arms. In order
to provide a fundamental remedy, industry must be first
promoted, but no industry can be promoted without the co-operation of the people and the Government. (Applause).
Mr. Sun has left two maxims to us. The first one is "Co-
operation between the Army and the People", and the second,
"Co-operation between the People and the Government". (Applause). However, the first should not be attempted,
unless the second has been carried out. Now it can be
reckoned that time has come for us to attempt the second.
At present the military expenses are still in excess
of the revenues of the Province. However, before they had
no budget as we now have. The budget Committee appointed
has had the budget accurately made out. A deficit of
$470,000 in each month is shewn. We have not yet had any
resource to cover this deficit, yet in view of the fact
that heretofore no statement of the Government accounts has
been published, the fact that we now have a budget would prove that our management is much better. In future
fourfifths of the troops may probably find an outlet outside
of Kwong Tung, when only one-fifth will be left for the
defence of the province and the people will then be greatly
relieved of their burden and enabled to enjoy happy days.
At present the National Government is still in an
embryonic stage, and there are many things which she is
still not in a position to do. Of late many rumours of
different sorts have been spread by militarists who have
been thrown out of position and politicians who have no
