With reference to the second
Sir,
dated the 30th
paragraph of my secret despatch dated
December, I have the honour to forward herewith
translations of--
Chairman
(a) a speech made by Mr. Wong Tsing-wai,
of the Canton Council of Government
to the Hongkong "Fraternity Party" on the 27th
December:
(b) a speech made by Mr. C.C.Wu, a Member
of the Canton Council of Government, to the
same persons on the same day:
(c) a Chinese newspaper report of the
proceedings in Canton on the arrival of the
"Fraternity Party" from Hongkong.

You will observe from these
documents that Mr. Wong Tsing-wai admits that the
budget of the present Canton Government shows
a deficit of $470,000 a month, and that he assured
his audience that "communism would never be
carried into practice", while saying in the same
breath:-
