In continuation of my secret despatch
of the 6th January I have the honour to inform you that, when the eight elected representatives of the Hongkong Chinese merchants went to Canton to negotiate with the Strike Committee,there travelled with them a young Chinese, Mr. Ch'an King-po, who, being on intimate terms with several prominent officials in the present Canton Government and knowing also Mr. So Shiu-cheng, the Chairman of the Strike Committee, had volunteered his services as a friend of all concerned. After the failure of the negotiations Mr. Ch'an went to see Dr. C.C.Wu, who dictated to him the following note:-

If the Hongkong Government will agree in principle to strike pay and reinstatement
" (or, in those cases where reinstatement is

actually impossible, compensation in lieu thereof), this Government will find a formula
" for the negotiation of the 'Political Terms'

and also use its influence to bring about an early settlement of the strike. Meanwhile the strikers are being urged to ascertain the number of strikers and the amount of
