With reference to the letter from this Department
of the 6th February, I am directed by Mr.Secretary
Amery to transmit to you, for the observations of
Cov.tel. 6 Feb. the Army Council, the accompanying copy of a telegram
from the Governor of Hong Kong outlining the hostile
acts of the Canton Government and suggesting a course
of procedure to be adopted to meet the situation.
