I have the honour to request that you will

submit the enclosed petition to His Excellency the Governor.

I need not add that it is addressed to His Excellency because I believe this to be the usual practice.

I hope it will receive your personal support.

The signatures (a typed list of which I attach) include, besides Cadets, members of the Education, Audit, Public Works and Prison departments and of the Land Office. I wish, however, to explain that no attempt has been made to canvas the service generally. The petition, in fact, originally purely an expression of my personal views and hopes, has taken its present form owing to the wish expressed by a few officers in my more immediate circle, who find themselves similarly situated, to join with me.

I find, in point of fact, that the 13

at the present time separated from their children and four are separated from their wives as well.
