during the last ten years of his Colonial service would in
practice keep down the cost to Government.

It is difficult to estimate accurately what
the additional cost of these concessions would be, but it
would appear probable that it would not exceed the sum of
$35,000 per annum.
The members of the Finance Committee have
been consulted and are unanimously in favour of the adoption of these proposals.
