I have the honour to enclose for your
consideration, copies of a petition signed by some of the
senior officers in the service of this Government, in which
they request a relaxation of the existing leave and passage
rules.

The petitioners point out that the present
leave rules require an officer to serve for 4 years before. becoming eligible for home leave. I find that this point is already covered by the instructions in your Circular
Despatch of the 2nd May, 1925, notifying an amendment of
Colonial Regulation 84 by the substitution of the word
"three" for the word "six", thus making the grant of long
leave permissible after three years resident service. The
Hong Kong General Orders are now being amended so as to bring
them into line with the revised form of this Colonial
Regulation.

As the petitioners observe, however, an
amendment of the leave rules alone can give but little
assistance to officers without independent means unless
there is also some further concession given in the matter of
passages.

In Ceylon and Malaya the period of resident
service qualifying for the grant of full passages is four
