In connection with my Confidential despatch

of 15th July making proposals for the improvement of the salaries and prospects of educational officers, I have the

honour to submit a statement, with recommendations, regarding

the position of certain individual officers in the new

scheme.

Mr. Ralphs, Inspector of English Schools, will be 55 in September, 1927. He was first appointed in March, 1898, and has been on his maximum of £900 since January 1st, 1920. I recommend that he be placed on the new maximum of £1100 as from January 1st, 1927, and further

that £1100 be taken as his pensionable salary, and that

the rule of the 3 years average, should not apply in this

case. I consider that his long and excellent service in

the Education Department justifies this recommendati on. On the other hand, his personal allowance of £120, which he was given in view of his work as Director of the Technical

Institute, should be discontinued from January 1st, 1927,

and instead an allowance of £100 should be provided under

"Staff for Technical Institute, allowance to Director", and
