I enclose a copy of a despatch from Hong Kong
giving particulars of Lloyd's investigations into the
activities of an opium smuggling syndicate. You will
see that this is the first occasion on which it has been
possible to prove that a cargo of Persian opium was
actually arranged and financed in the Colony.
The mention of Newazee's name on page 2 of the
sub-enclosure has reminded us that we have not yet
heard from you further about the question of travelling
facilities for the long Kong Nemazee, which we discussed.
during the sum er; and that consequently the further
despatch promised in the Secretary of State's secret
despatch of the 9th of August, has not yet been sent.
Subject to any comments which you may have to offer, it is
now proposed to write to the Governor as in draft herewith
