After such cesser of abatement Isaac Alfred
Wheal married again; his second wife was Lilian Wheal.
Isaac Alfred Wheal died on the 28th day of March, 1926; he was not then sixty-five years of age, and he had not contributed for thirty-five successive
years, in other words, he had not completed his contribution or abatement period; Lilian Wheal survived him and so became his widow: She applies for
a pension as such widow.
The question raised on the above facts is

Is Lilian Wheal, es the widow of Isaac Alfred Wheal, entitled to a pension under the Widows' and Urphens' Pension Urdinance, 1908, (Hong Kong) ?
In the consideration of such question the Ordinance must be carefully examined. It will be found
that "widow" means the wife of a deceased officer.
(sec.2) The meaning of "officer" is given in section 3;

so far as material it is,
every male person permanently employed in the service of the Government (of Hong Kong), who
is in receipt of a salary of not less than
four hundred and twenty dollars per annum.
The Ordinance makes no express reference to the wife of a deceased contributing pensioner, but the
use in such Ordinance of the term 'officer' throws
light on this point, e.g. in sec.5. "All contributions
and other revenues receivable from officers under the
provisions of revenues reeer this Urdinance"; in
