With reference to correspondence exchanged between you and this office on November and December, 1925, re- garding the seizure of 443 tins of opium at this port ex SS EASTERN PRINCE, which bore labels indicating same had been produced in agao, I take pleasure in informing you that the Governor of lacao has sent me the enclosed photographs and tins together with other in- formation all of which shows that although the tins seized at this port bore labels with the words "Macao" it was not produced in that Portuguese Colony,

The enclosed photographs, the Governor informe, were taken from the tine exclusively used by the con- cessionary of opium produced in Macao, and it is evident that they differ a great deal from the tins seized here.

The Governor, based on legalised documents supplied by the concessionary, also points out that the tins used in Macao are machine made and those seized here are hand- made. He also calls attention to the fact that even in the Orient it is not an uncommon occurrence to find tins of opium marked "Macao" which was never produced there, and that although the authorities have employed all their efforts to stop this fraudulent use of the name "Macao", they have not been able to attain complete success.

The Governor of Macao is emphatic in his opinion, in which I concur, that the opium seized ox $3 EASTERN PRINCE was neither produced nor exported from Facao, and I beg leave to ask that you file for reformnce the proofs and information I am now sending you.
