there is no indication whatever that the Master is

implicated, it seems to me that to impose a fine on

propose that it should be suggested to the Governor

that the fine should be remitted. It is, I am

afraid, impossible as the law stands for the

conviction to be annulled as proposed in the

enclosure to No. 8.
