With reference to your letter C.1003 of
27th February 1926, we agree generally with your proposed letters to Hong Kong.
I should like, however, the last sentence
on page 2 to be altered to read:-
"They have pointed out that even on the
High Seas there are limits to the protection that the Navy affords to trade or that traders could reasonably demand from the Navy"
I am afraid that the Admiralty cannot
commit itself so far as is suggested in paragraph 4.
Some Naval Officers of experience take the view that
a system of patrols could supply adequate protection against this form of attack, or rather could succeed
in stopping this form of attack. The difficulties
are mainly financial. I should suggest that
the end of the sentence be altered to read: -

In the conditions obtaining in the waters of the Canton Delta, where
the
