or even double present import tariff far preferable to acceptance whether under protest or not of tax surcharges arbitrarily imposed by sectional Canton Government (stop) Increased Customs dues to be distributed amongst Regional Authorities on lines indicated in shanghai report of June which would give Canton Government their share (stop) Hankow Tientsin Peking concur (stop)
